The input should be a TOML file.

I did a bunch of work with TOML lately, if you haven't dug in yet https://www.npmjs.com/package/@iarna/toml is the way I found to go

Suggestion: build your loader to take a git repo+ref as input so it can load this: https://github.com/codeforamerica/civic-tech-taxonomy/tree/sites/codeforsanfrancisco.org
