/etc/timezone contains /UTC when it should contain etc/UTC

Workaround

RUN apt-get update \
    && export DEBIAN_FRONTEND=noninteractive \
    && apt-get -y reinstall --no-install-recommends tzdata \
    && rm -rf /var/lib/apt/lists/*
