Extend HTmlTargetElement-Atrribute Attributes field

Add logic to Parent field, Attributes field, Add a Parent Attributes field in order to ensure display functionality of a HelperTag or a viewcomponenthelper tag. If none of the specified condition for a given field or attribute are met, give the supplier the option to set a flag that would either:

🅰️: Throw an Exception
🅱️: Supply a compile time warning.

EG:

public class SomeElementTagHelper : TagHelper

[HtmlTargetElement("someotherelement", ParentAttribute="[display$=column]|[display=grid]&[@media (min-width) > 320 ]")

• this would help with ensuring that a element is rendered as intended by the supplier.
• given this functionality you could more easily export and share taghelpers
• saves debugging time if the view on the taghelper isn't what was inteded. The element will warn/throw at compile time.
• Drawback is less "Happy Little Accidents". But I think we could live with that, given they're few and far between.
• also consumers might get frustrated if they're not careful about their element structure and the inheritence that comes with it.

Add ParentAttribute field. Add logic to different values of a given HtmlAttribute and its possible values including css.
