Publish v5x to nuget.org

Please publish v5 to nuget.org, so we can acquire it via dotnet tool install -g format, instead of the nightly feed: dotnet tool install -g dotnet-format --version 5.0.147901 --add-source https://dotnet.myget.org/F/format, which is hard to remember.

@am11 Sorry, I know that the 5.x version of dotnet-format has been in development for a quite a while now and I can't give you a definite time for a release.

We have a few issues left to address before we are ready. We want the analyzer and fixer support to be top-notch and that means finding and fixing issues like #884.

Also, we no longer push our nightly builds to myget and you should instead use follow the updated instructions on our Readme - https://github.com/dotnet/format#installing-development-builds.

If it's going to take a long time, please consider pushing preview releases to nuget.org or even back-porting critical fixes such as being able to format records to 4.x. Not being able to use records because dotnet format does not support them is not great.

Yes, v5.1 is now available via nuget.org, so we can omit --add-source. https://www.nuget.org/packages/dotnet-format/
