Release pipeline: Dry run failure in "Validate release tag" task of release stage

The Validate release tag task of the release pipeline gets an error when doing a dry run because the tag doesn't exist. The fact that the tag doesn't exist is expected since this is a dry run. My expectation is that doing a dry run would only produce a warning if the tag doesn't exist.
