Missing pipeline artifacts for internal 8.0 PR builds #4836

Pipeline artifacts are not being uploaded for internal PR builds of the 8.0 branch. This prevents being able to access binlogs and prebuilt reports of build jobs.

This is being fixed in https://dev.azure.com/dnceng/internal/_git/dotnet-installer/pullrequest/46876 (internal link).
