Add an email to check in with members on scholarship

We usually send a yearly email to members on scholarship to see if they want to remain on scholarship. This is a little awkward if the yearly email is sent right after someone goes on scholarship. We should add an automated email to the app that sends this message to a member after they have been on scholarship for a year.

How is the yearly email sent out? Another option might be to skip the yearly email only for folks who got on scholarship recently (rather than adding automation and scheduling).

Currently someone manually emails everyone, so they would have to go through the list and use their judgement of whether someone was added on scholarship too recently to email them the reminder. As of now, we usually just add a clause to the email that says if you started your scholarship recently, disregard the email.
