Create Puppet module for installing Kriterion

We need to make it easy to create a Kriterion server. As such we should write a Puppet module that installs Kriterion. Ideally this will install docker and docker-compose and this will be the method but for people that can't use docker for whatever reason it might be a good idea to work out some way of setting it up without that wrapper, although it would be hard and that is low priority
