What?

Add new documentation regarding SonarQube and JaCoCo for PASS. In addition a notice pointing to our SonarQube reports as good starting point for new contributors.

Why?

Documentation about our JaCoCo and SonarQube setup will be beneficial on how this reporting works. In addition pointing to our SonarQube report with bugs will provide a good way for others to quickly contribute to the development of PASS.

Acceptance Criteria

Documentation added about SonarQube, JaCoCo, and a notice in our a contributing guide pointing to the SonarQube reports.
