Mandatory relations on Format concept missing #26

Check that the type of data a Format concept specifies is encoded. There are two ways this is supposed to be done (see Developers Guide):

<is_format_of> some Data concept
format descends from Format (by type of data)

The complication is that these use OWL restrictions, or subClassOf relationships - a bit tricky to handle.
