One step towards #1491

Fixes #1527

Some new parser functions are introduced that are better at reliably detecting word boundaries with multi-byte characters by not using iter functions to do this. These functions are also easier to use when editing the middle of a word. Words at start of document are parsed correctly

The plugin/completion-provider logic is essentially unaltered.
Some extra logic was required to adapt the results of the new functions to completing selections.
