Hi!

The README text is part of the coockiecutter template. The package isn't on pip yet because even though it is usable, its first version isn't ready yet.
Garbage-collected memory isn't always returned to the OS, so the measured memory usage of a test depends strongly on the tests that ran before it. I'll push a test I'm working on later today that demonstrates this.
