Add Neighborhood level services

Building on (#34 ) we'd also like to eventually include resources that only operate at the Neighborhood level. This would greatly expand our number list. This could be quite a lift though, just given the amount of neighborhoods there are in NYC

• Add neighborhood specific hotlines
• Implement UI for selecting your level of localization (Neighborhood, Borough or City-wide)
• Neighborhood specific hotline lists should still include Borough/City/State/National hotlines

updating this: i think we can do all this without necessarily changing how we organize things on airtable. we could simply add a new field to mark whether a service is neighborhood specific, like a tag. if we wanted to show a list of neighborhoods - we could simply get all the neighborhood fields that exist for that city and generate that list on the fly. just a thought
