not911 should consider listing not just official services, but mutual aid networks

ideally this is done in a way that the list is kept up-to-date automatically, and is clear to the user that these are not state sponsored/approved services and might have less to offer, at the tradeoff of generally being free and potentially much faster to respond in cities that do not have official civilian crisis services (which is most of them)

im leaving this open only because i think we should think a bit about how we implement support for mutual aid networks. instead of mixing them in with more traditional services, i think they should be a separate category
