Summary

In #1535 we have to downgrade Ubuntu from ubuntu-latest to ubuntu-18.04 to get around the issue with failing AWS tool.
I expect it to be fixed in one of the updates to ubuntu-latest platform, so we need to check it at some point and update the CI back toubuntu-latest.
