Migrate build system to use Rebar 3 and rebar3_hex. Publish packages to Hex.pm and documentation to Hexdocs.pm.

Things needed for this:

Get rid of Hamcrest tests. This is because Hamcrest is not compilable by Rebar 3, even not as a dependency. The choice keep Hamcrest vs upgrade to Rebar 3.
Update package info for Hex.pm
Clean up docs for Hexdocs.pm
- Try to get Expect different return values at different times #147 in
