Do we allow both? Or just period?

We are using the "en_US" locale for handling files as that is the default on the host platform. If the application needs to support users with different locales, the application should allow a user to select their locale information and store that selection. The CSV parser would then need to fetch that attribute from the user record and apply it when parsing. The following has more details about locales in Python 2.7: https://docs.python.org/2.7/library/locale.html
