As announced on #1171, we will have a RollCall breakout call to kick off the L2 EVM Common Core project.

My feeling is that Fusaka is not locked in enough for that yet. So it would be better to pick Dencun or Pectra as base, and then e.g. add individual features like EOF to the first release, instead of the entire fork.
