Also switches LightChain to use the discovery service instead of hard-coded peers.
Although with discv5's topic-search we can now find useful peers much faster,
it is still far from ideal as the DHT doesn't appear to be perfectly healthy and
so sometimes all peers we find are either down or have all their slots full.
