KosLookup crashes if SystemQuestion is disabled

Need to use MessageBeep() instead which plays a tone if SystemQuestion does not exist.

Can someone who tests on multiple platforms take this on?

I've added code to stop trying to sound the SystemQuestion if an exception is raised doing so, this fixes the crash issue, but doesn't sound the bell on non-windows platforms, which is desired.
