Since TB 91, Thunderbird's internal API (and UI) for forcing a character set and reloading the message is gone. That means we can't (!) fix serious charset misdetection issues... that's not our bug, but it's our problem.

Recently, an unnamed benefactor suggested to me a different, more roundabout method for triggering reload with a different charset. Let's try it!
