Let's track yarnpkg/yarn#2620 and enable it by default if it gets merged.

This is now available in a pre-release version 0.21.0, although it might have a bug. See yarnpkg/yarn#2734, also 0.21.2 pre-release already brings down the size of CRA apps significantly. https://twitter.com/bestander_nz/status/833696608390836224 🎆 🎆

Going to punt on this since Yarn landed an optimized hoisting algorithm.
