Ah I just did some more digging. I could not curl it in the terminal, but I could access it via mobile on the same network.

Turns out https://superuser.com/questions/1374892/dev-domains-dont-resolve fixed for me. Somehow somewhere I had this file /etc/resolver/dev created which looked like this:
/etc/resolver/dev
# Lovingly generated by Pow nameserver 127.0.0.1 port 20560
If you delete that file it works.
sudo rm /etc/resolver/dev
Closing as fixed
