Hi. I don't have enough time resource to fix & test this. I will be happy to merge your PR if you can work on this. Its mostly search & replace but still it needs testing, so it's not really a 5-minute job... The PHP proposal document you cited suggests an automated “full_opening_tag” fixer by PHP-CS-Fixer. This should ease the task a lot but testing is still required.
