Instrument the performance of Feast Python Feature Server by OpenTelemetry

It is known that the Python Feature Server has performance issues. We need to measure it and improve it. The purpose of this feature is to instrument the performance of Feature server by OpenTelemetry: https://github.com/open-telemetry/opentelemetry-python
