Automate ssh authorized key updates by running explicit ansible playbook #1596

This commit adds an ansible playbook to assure all authorized ssh keys are present.

Automate the process by adding a CI workflow that:

is triggered by changes to authroized keys folder
runs the playbook referenced above to keep keys up-to-date.
