描述 / Description

鉴于目前basefee相对较高的情况， 希望目前的messager能够设置basee限制， 超过一定的basefee停止发送消息。

这样可以整体上控制basefee的消耗，同时也会带来一些问题

  1. 消息推送不稳定，进而带来算力增长不稳定
  2. C2消息长时间堆积在一次性大批量推送十分容易导致outgas

TODO

  1. shared_params 和 addresses 表增加 base_fee 字段
  2. ./venus-messager share-params set 和 ./venus-messager address set-fee-params 增加flag: --base-fee，用于设置 basefee
