  1. 配置文件中新增[SubmitNodes]配置项，这些节点仅在区块广播失败时才会使用
  2. 可以进一步优化为备用的全节点用于其他方面的冗余
  3. 配置方式尽量和多gateway统一，尽量避免多个组建每个配置都不一样

关于2，chain-co已经保证了，在其他接口的请求只要保证chain-co的稳定和同步节点的冗余即可。1中之所以加的原因是为了解决冗余的各节点消息池状态不一致问题，属于特殊情况。
