[RFE] Remove torcx from the image build and remove the torcx package from the base OS #1093

Current situation

Torcx is shipped with the base OS image (and the update); docker is included as well as a torcx tarball.

Impact

#1092 will provide a sysext image with docker; after this work completed, torcx and the torcx docker tarball will be unnecessary; removing it will free up disk space in the base OS image / update payload.

Ideal future situation

Torcx and the torcx docker tarball are removed.

Implementation options

Depends on #1092 ; runs in parallel with #1092 (end-end-dependency).
