Feat: add version 1 te2 estimation

TE2 estimation technique is a more accurate estimation approach, which can also work without having to go through the entire dataset, and can be used with just a dataset summary file.

Tasks:

1. Implement basic TE2, using full data (in PR feat(te): add te2 for upper bound on avg batch width #2)
2. Enable TE2 in core/ui
3. Make TE2 work with simple contract file instead of full data
