Add support for MacOS with M1 chip #1

When adding the tap, I get the following message :

Updating Homebrew...
==> Tapping fugue/regula
....
Error: Invalid formula: /opt/homebrew/Library/Taps/fugue/homebrew-regula/Formula/regula.rb
formulae require at least a URL
Error: Cannot tap fugue/regula: invalid syntax in tap!

Removing the condtion in line 11 [Hardware::CPU.intel?] (https://github.com/fugue/homebrew-regula/blob/main/Formula/regula.rb#L11) solves the problem.
