Specify the maximum # of concurrent tasks or file handles as a resource type

In some systems, even if we have enough CPU, we can reach various OS system limits (# of processes, file handles) and so perhaps we consider having a maximum # of concurrent tasks. Alternatively, if we could estimate the # of file handles and add that as a resource type that could solve some of the problems too.
