serviceWorker.js and manifest.json

I'd like to propose we add a serviceWorker.js and manifest.json so that the browser can pick it up. It may help, especially in Firefox. i know that this is mainly for PWA's but I've seen several sites make use of these files.

I added one but apparently at least Chrome thinks it needs to be fixed.

Also possibly needs a registerServiceWorker.js file as well.
