Users of geoCML will want to take advantage of QGIS Server to host WFS, WMS, and WCS data. Implementing a server GIS paradigm will allow users to view and manipulate their data outside of the desktop environment provided by Kasm and QGIS. geoCML deployments will host QGIS Server with Apache Web Server.

It occurs to me that, in addition to setting up QGIS Server and Apache, we should also create a very simple geoCML Server Portal landing page to make it easier for users to use the server capabilities of their deployment. I'm going to increase the scope of this issue slightly to include this.
