Use Tabor for DBBackups

Tabor is a proposed database schema modeling language. This language will allow us to create database schemas programmatically. We currently dump schemas in the DBBackups directory as raw PSQL queries which are hard to read and maintain.

Describe the solution you'd like
When gTS creates a DB backup, rather than creating a raw PSQL schema file, it will create a Tabor file describing the schema of the database table.
