Layer 'Waldreservate' not in WMTS #5298

Hi!

The layer 'ch.bafu.waldreservate' is available on WMS
https://wmts.geo.admin.ch/1.0.0/WMTSCapabilities.xml
...and also on the GeoAdmin Rest/GeoAdmin-Viewer

I'm wondering why it is no longer available on the WMTS?
https://wmts.geo.admin.ch/1.0.0/WMTSCapabilities.xml

Overall: Why are these 3 services not congruent?
