assign doi task as non-admin

Describe the bug
On geonetwork 3.10.10,
When logged in, but not as administrator and doi creation configured,
When you try to assign a doi creation task, the list of users only lists the current logged in user.

When you login as admin, then all users are listed

The request fired is https://data.isric.org/geonetwork/srv/api/users, it may need to be refined to filter on current record-ownership

Expected behavior
All users (with review privileges) of the group of the record are listed
