REST API: GWC layers not created automatically

The core GWC components are not integrated in the rest-service

Hence, if "automatic tile layer creation is enabled", the catalog listener from gs-gwc is not present in the rest-service, and creating a layer through REST does not create the TileLayer

I also encountered this problem,this problem blocked us clustering Geoserver.
I have been paying attention to this issue in October and has not yet made progress.
