Previously, I used to be able to hit Alt-F2 to open a new window. As of one or two updates ago, this no longer works. Alt-F4 to close the window also no longer works. Both shortcuts still show up in the context menu.

That is most likely an issue with MinTTY: https://github.com/mintty/mintty/issues. Please report it there.

(For the record, Alt+F2 works here, still, with v2.19.2.)

Just to be clear, do you mean it works on MinTTY on your machine? Or are you using cmd.exe?
(I've upgraded to v2.19.2 and still see the issue.)
