Description

Cannot be used in the Actions GITEA_TOKEN or GITHUB_TOKEN to http://mygit.com/owners/repo/releases/download/v1.0.0/test.zip?token=${{ gitea.token }} is used to download content

It depends on where the actions are running. If it's triggered by a push event, it should be allowed. If it's from a pull request of forked repositories.
