ci: add Windows platform support in CI workflow

Describe the solution you'd like

We now have no unit testing cases running on Widnows platform, but on linux platform.
Some of developers are using Windows platform, but our CI cannot guarantee the availability on that.
Therefore, we should add support for the Windows platform in the CI workflow to identify potential issues in advance.
