I confirm the same issue and behaviour ("does not do anything and throws no error") with STS:
The log file does not contains any errors either. |

In installed google-java-format-eclipse-plugin-1.18.1.jar into the eclipse dropins folder and set it to be the default formatter.
When I run format it does not do anything and throws no error.
