This issue was filed in the wrong repository. This is not the repository for Noto Color Emoji. That repo is at https://github.com/googlefonts/noto-emoji

What seems like the same issue was already created in that repo: googlefonts/noto-emoji#495

(This repo is for Google’s Material Symbols, formerly Material Icons, which do not cover specific national flags at all.)
