s3fs-fuse will mount a S3 bucket as a local directory. I believe inotify / observer in watchdog has already supported it.

However s3fs-fuse has clearly stated their limitations (https://github.com/s3fs-fuse/s3fs-fuse?tab=readme-ov-file#limitations)

inotify detects only local modifications, not external ones by other clients or tools
