This is an alternate to #813 but based on the hotfix branch instead of staging to be able to make this part of the 3.1 release.
The 268fe69 commit is not part of this PR because the underlying allele file doesn't exist on hotfix (yet). So when merging hotfix into staging we need to make sure to add that commit.
