PyCBC Live test: add state/DQ vectors to simulated frames #3261

examples/live/run.sh should also test state and DQ vectors (i.e. no triggers should be present when a detector is not observing). Some code for simulating state/DQ vectors is here: https://github.com/gwastro/pycbc-live-utils/blob/master/add_state_dq_vectors.py
