Review and re-implementation of budget bubbles

The interactive budget bubbles for the 2017 budget project have been temporarily removed for quality control reasons. The budget bubbles used hardcoded data that did not match our API response. In the hardcoded data, there was one instance where there was a hex code where there should have been a number

For the budget bubbles to be reimplemented, the following steps would need to be taken:

• Review of API responses and previously hardcoded values to ensure accuracy and reliability. Review API responses vs. previously hardcoded values powering budget bubbles team-budget#172
• Redesign of data visualization components
• Reimplementation using API response
