Is this plugin still valid?

Does anyone still use this code? I installed and activated the plugin and set it to fire along with an existing email alert. I'm getting the email alerts but no Pushover alerts and no activity on my Pushover TT-RSS application. Just wondering if I did something wrong or if the Pushover API has changed and broken this in the past 6 years. I used the code here with just the two changes for my user key and application key:
