Problem

The relay will eventually be used by tooling endpoints to support local testing

Solution

Explore which tools and what test would provide sufficient coverage of relay support

Loading

Decided on etherjs, hardhat, web3js and truffle.
Other tools may come up based on community need.
Coverage will see contract deploy, contract execution (pure and state changing) and value transfer (HBAR & or token)
