Use commercialhaskell/hackage-mirror-tool instead of chreekat/hackage-mirror-tool

As a matter of fact, the patch isn't used anymore, so this ticket is slightly out of date.

However.

I switched to using https://github.com/chreekat/hackage-mirror-tool/ , which was based on hvr's original repo and incorporated changes present in snoyberg's fork. That creates two problems.

1. https://github.com/commercialhaskell/hackage-mirror-tool/ exists now. We should use that as the canonical upstream now. (It didn't exist at the time -- it was under snoyberg's namespace originally.)
2. There is still a divergence between chreekat/hackage-mirror-tool and commercialhaskell/hackage-mirror-tool

NB the original upstream, haskell-hvr/hackage-mirror-tool, has had no activity in 6 years
